Hi Joanie.

To reproduce:

1. Using firefox open www.eclipse.org.
2. Go to the top of the page.

3. Press the h key two times.
Orca reads 'IDE & Tools heading level 3 IDE & Tools link'.

4. Press the h key one more time.
Orca reads 'IDE & Tools heading level 3'.

When navigating with down arrow, orca reads 'IDE & Tools' only one time.
There are more places in the page where this can be observed.
