Thank you your answer. You are right, Tab key doing similar ciclical
movement with I would like, I looked now Ubuntu Saucy with GNOME Shell
3.8.4 version.
If I pressed ALT+F1 key combination and SHIFT+TAB key, I wonderful
possible jumping my last user menu to easyest turn off my system. If
have possibility future to extending the keyboard navigation with arrow
keys related, standard GTK3 menubar and menu items related keyboard
navigation scheme will be good.

I not readed your linked letter yet, but I will be reading. Your openion
have chance to future in the activities awailable items get mnemonic
letters automaticaly, Examples in the applications menu:
Accessibility, Graphics, System tools, etc (this is the default groups,
similar with old GNOMe3 fallback session).
Groups awailable menu items (Gedit, Libreoffice Calc, Firefox etc).
Technical possible doing this enhancement for example with GNOME 3.12?
This change drastical fasting  GNOME Shell using with keyboard.
The Activities part awailable other indicators menu items usual I think
not need have mnemonic letters.
