is there a way to change espeak variants like setting the default so
that orca uses klatt4 rather than the variant it speaks with by default?

I've been using eSpeak on NVDA, my Rockbox MP3 player and with
Orca/Speakup/Emacspeak for years, and I guess I haven't noticed the
incremental improvements in the English voices. Maybe if I jumped to a
version of eSpeak I was using years ago all of a sudden, I'd notice the
improvements in speech. The only reason I've been tempted to download
and recompile eSpeak myself is to use it directly with PulseAudio,
instead of going through the PortAudio interface. Other than that, I've
always been happy with whatever the distribution has included.
I'll be OK with whatever the Orca developers decide, but I also wonder
if this is a good use of their time. I mean I can download and recompile
eSpeak myself if I want to, but I can't go in and fix many Orca or
accessibility infrastructure bugs.

I always update espeak and with each update it gets better and better.
No breakages at all. not on my end at least with NvDA.

I'm no Orca developer, but I wonder if Orca should be in the
business of writing scripts to update eSpeak. Maybe this should be a
packaging implementation in the distribution, e.g. Vinux has an
eSpeak package in it's repositories. Also, what's changing in eSpeak
so much these days that it needs to be updated more frequently than
it's being updated in the distributions?
Its also worth mentioning that the latest is not always the greatest.
I am sure many list members can remember times when they have upgraded
something, only to find a previously fixed bug is back, or some other
breakage makes it difficult or impossible to use an application's
functionality.
