Specifically, I believe the problem of different punctuations being
spoken is either in speech-dispatcher or the synthesizer, but Orca may
be partially responsible. Seems that Orca handles speaking of
punctuation characters sometimes, but leaves it to speech-dispatcher
other times. Either that or speech-dispatcher handles the same character
differently in different circumstances. If Orca is responsible, it would
seem that a setting to handle speaking/translation of punctuation
characters using Orca or the synthesizer could be added to Orca's
preferences, along with a fix that would always use one or the other
method of speaking the characters for the sake of consistency.
Otherwise, speech-dispatcher itself would need to address this issue
internally, so that it handles such characters in a consistent way.
