I wouldn't touch that synthesizer with a moon rocket. First of all, it's so old it can't possibly work with most modern systems without all kinds of compatibility layers and old C libraries that introduce possible security vulnerabilities in your system. Also, it was never designed to run on a modern 64-bit system, so you will need additional 32-bit libraries to make it work. This in itself is usually not an issue, but again, that means more compatibility layers and more possible problems. Lastly, no one seems to have the source code for this old thing, and no one seems to care, meaning that the code is unmaintained and full of bugs, and no one can rebuild it against the new modern system libraries or fix the bugs in the code. Therefore, from a technical support standpoint, I cannot in good conscience recommend using Voxin, or any other name by which this particular speech synthesizer is known. With this in mind, if you do want to take the risk and use it, you should certainly be allowed to do so. It is about freedom of choice, isn't it?
