[orca-list] How to reset pitch when returning to lower case?

Howdy, Listers!

Since Orca 3.2.1, when espeak and speech dispatcher are the speech 
system, I notice that, when Orca speaks an upper case letter, the pitch 
is raised, according to the setting.  The only way to return the pitch 
to the lower case setting seems to be to cause Orca's settings to be 
reloaded.  When other applications use speech dispatcher, the pitch is 
the one specified in /etc/speech-dispatcher/speechd.conf.  Is there a fix?
