Hi,
I use either ttytter or the easychirp.com web site for tweeting. Both are
reasonable options. ttytter can be set up for identi.ca as well as for
twitter.

There is a twitter mode for Emacs, you may want to check that out. Don't
have a twitter account myself, I mainly use Identi.ca via
identica-mode in Emacs, which is supposed to be pretty similar to
twitter-mode.
