Hi Robert,
Wubi is totally accessible. At least until the point when you have to
restart the machine, and really all you have to do there is wait for
Ubuntu to finish installing. Give it perhaps 25 minutes for install to
complete and it will automatically reboot back into Windows after it
configures Ubuntu. Wubi is basically just a standard Win32 application
and Jaws, Window-Eyes, Hal, NVDA, etc doesn't have any problems with the
install prompts.

Windows swap file. I am not too sure how accessible Wubi is to screen
readers such as JAWS or NVDA because it has been a very long time

When I referred to the installer being accessible, I was meaning the
installer which you access through the Ubuntu live medium which is
used to install Ubuntu onto the hard drive either alongside windows or
by replacing Windows with Ubuntu. If you want to test out Ubuntu
without going through this channel (i.e. the installer found on the
live CD or USB flash drive), Wubi still exists and does work well from
what I have heard.
