I think, if you know the structure of the launcher file (they have an
extension of '.desktop'), you can make these, place them in the desktop
folder, and they'll work. There just is no longer a gui mechanism for
doing this. There are also some gsettings keys that you can set that
put a trash icon, a computer icon, and a shortcut to connect to other
machines on your network.

desktop we as blind users want to use the desktop is no longer useful
to us for adding launchers and icons we frequently use.

Besides the problem you and dave mentioned, I can't find a way to
create desktop shortcuts in gnome classic.
