Hi all.
I took the following steps to install speakup in my ubuntu 12.04.

sudo apt-get update
sudo apt-get install speakup espeakup

Probably you'll get an error but you can ignore it.

Now to activate:

sudo gedit /etc/modules

Include in the end of the file the folloing line:
speakup_soft start=1

Reboot ...
Now you can use ctrl+alt+f1 to switch to console mode and ctrl+alt+f7 to switch to the graphical mode.

One problem that I found is that I can not use the same login in the graphical mode and and in the console mode. Speakup didn't speak in this situation. I think that it is related to pulse audio. What I do is login as root in the console and use my login in the graphical mode.

Try asking on the Speakup list.
The espeakup package (which is in Debian and probably Ubuntu) should work, and
Speakup modules should be in the kernel already.
