I would say that the key bindings tab now contains the possibility to
change the orca key.
If you will switch to the laptop mode and switch the key to insert, it
would work like this:
The keyboard will be in laptop mode and will work normally, except that
the orca key will be insert, not capslock, so you'll press keys with
insert instead of capslock, and capslock will work ok.
It won't of course work if you really don't have insert, but in the
other way it will solve your problem I think.

This is true my Natty system, other systems if an user using Orca
with laptop layout caps lock doesn't toggling I think on/off when
Orca is running.
If I press Capslock+Backspace key, and press single caps lock, Orca
right spokening the capslock lock state (on/off).
