Funny you should mention what the problem is, just got that on XFCE when
I updated orca and at-spi to the 2.29.x branch. In the 2.29.x branch
at-spi seems to take longer to launch and so the menu in XFCE became
inaccessible. May be I need to look at another way of starting X (eg.
gdm or for those who want minimum stuff cdm is a text based alternative
to gdm).

the issue seems to be the fact that your at-spi-registryd starts after
lxpanel
The registryd should start before all gtk based apps to make them
accessible.
I have started the at-spi-registryd in the startlxde script.
(know this is ugly).
Maybe we can find a better way together!
