Here is some more information I've come across: When I press insert and numpad enter as soon as orca loads, it says, "Starting orca preferences." When I tab and enter on ok it informs me that the user settings have been reloaded. Apart from this and the welcome message, nothing else speaks. Secondly, I check syslog and see these lines every time I run orca, so they must be relevant.
