No, it can't. Emacspeak presents a highly customized speech interface to Emacs
which a screen reader can't equal. The difference is that Emacspeak has access
to the internal data structures of Emacs and of Emacs applications.

If you want speech output in Emacs, Emacspeak is by far the best solution. All
of the development-oriented tools have been speech-enabled by Emacspeak as
well.

I would suggest subscribing to the Emacspeak mailing list; this, after all, is
the Orca list.
