Python-speechd is an additional component you need for 
Speech-Dispatcher, and it has nothing to do with the installed Python 
environment.
Which command did you use to install Speech-dispatcher? That command 
should install python-speechd too.

to get the proper sources to build both programs. Just look for the 
project Speech-dispatcher on this site.
