As of the moment the only reliable path to accessibility in Linux GUI
apps is to use the GUI widgets provided by Bnome for GTK2. Therefore,
you want to look at the Accessibility Tool kit (ATK). You'll find
guidance at:

KDE accessibility is in the wings, but not yet an end user reality. It
will come via a11y support built into QT 4.X widgets:

I am asking because I want to try to pass to skype developers what they need 
to do to make their application accessible under linux.

Just so you know, there are accessible voip client (and server) apps on
Linux, which include the ability to interface the PSTN. Look at clients
like ekiga and linphone, and servers like asterisk.
