[orca-list] software x is inaccessible

hi.

what does it generally mean when orca thinks that a certain software is 
inaccessible? what does it examine to determine this?

I am asking because I want to try to pass to skype developers what they need 
to do to make their application accessible under linux.

any ideas, clues?
