AFAIU the Orca team is now making the config code cleanly separated from 
the GUI, so this approach should be possible.


Yep!  Plus, the cool thing is that community members such as Ubuntu are
stepping up to help with getting this done.  We hope to have a very
clean model for release some time later this week.
