My problem was/is, that NetworkManager requests 
a prefix and an address in case of 
"O-flag" + DHCPv6-DNS+IA_PD, but not M-flag


Sounds like a bug. Well, technically it's not illegal to request an IA_NA
even though it hasn't seen M=1, but failure to obtain an address shouldn't
be considered a failure.
