Yeah, that would be how it should work. In practice it usually doesnt
though. But yeah, it should behave like that, since you most likely have
your mouse over the layers dialog.

    (BTW the Gimp "dialogs" like the layers dialog are not really
    dialogs at all - they are "utility" windows in Mac Classic terms.
    They need to be treated differently from dialogs.)

Yea, I sort of know that. That is why they dont get the "dialog"
decorations either I guess.
