IMO it is correct for window managers to ignore application attempts
to set position in the general case, and also ignore attempts to
resize after mapping the window (though most WM's don't currently do
so).

You then need an escape hatch to allow a feature like this one; I've
proposed one possible implementation previously on wm-spec-list.

Just setting the size/pos would work as an initial implementation, we
can always retrofit a better solution.
