The way the layout it now (big GUADEC and a list of things, e.g. BOFs +
GHM), it appears it is.

"Community building++" is just weird to me, let's leave it at that (I
see it as management speak + seems to create a distance).

If you want to advertise what the atmosphere @ GUADEC is about, then the
current text is slightly strange to me.

What we usually try to focus upon is that everyone is welcome and the
look forward to random people showing up (even if you do not use GNOME).
Further, you can talk to everyone (sometimes people are hesitant to
talk to some well known developer).
I do like the "get together". Implies a more casual thing.
