I found the gladewin32 packages very useful in this regard, but they are somewhat old. Even a front-end program to provide choices and then pull down needed packages would be wonderful by comparison. Gtk+ allowed me to port to Windows and keep working on Linux. I'd be sorry to see the work required to set it up be prohibitive to continuing to do this.
