I don't know whether in fact the user should be asked about adjustments to the order in the sheet-manage-dialog: the dialog order in general does not reflect the current ordering but the desired ordering.
Yes, but if you click ok, you want to be able to restore the previous situation via "undo". Therefore, the sheet-manager needs to be aware of the current situation, even if it changes while the sheet-manager dialog is open (it is not modal!). I thought it would be nice to keep the sheet manager up to date. In addition, you will only get asked above question if you first change the sheet order in the dialog, keep the dialog open, and then change the sheet order to another order via drag and drop. In every other case, when this question pops up, it is a bug IMO.
There are outstanding issues with the interface to resolve.
