The PlanPerfect importer is disabled in the stable release of
Gnumeric.  We had no specs for it and the code had started to decay.
However, reading your post reminded me of the problem and I contacted
the original author who was able to direct me at some docs.

The development tree has now re-enabled the plan perfect importer
and I've tweaked to get it at least partially working again. It is
not an ultra high priority but the work could be done fairly quickly
if someone was interested.  If you have sample files we could use
them to validate the importer.
