That's a compliance problem in the code due to the way OPAL manages
media formats. Currently, only iLBC-13k is interoperable with other SIP
endpoints supporting SIP. iLBC-15k only works from GM to GM.

I could fix that, but I need work from Craig on the OpalMediaFormats, he
promised me in January that he would do it this year. But now, I'm not
sure it will be done before early 2006, and that belongs to the things I
can not do myself.
