Compiz doesn't work as well as Metacity as a window manager (for one),
and requires some features that might not be available on some systems
(accelerated non-sucky OpenGL). That's what the "desktop effects" is
used for in all the distros, not to enable/disable fancy animations in
Compiz or Metacity.
If Compiz worked as nicely as Metacity for window management and on all
the systems that support 2D, then it'd probably be enabled by default,
and we wouldn't be having this conversation.
You got a bit too hung up on the literal meaning of "Desktop Effects", I
think.
