One question: shouldn't the proxy settings actually be system-wide? I
can hardly think of a situation where user-specific proxy settings would
be handy (though I must admit I don't use those settings). If the
settings are more a system thing, they should be definitely moved to
gnome-system-tools (and could be also made location-specific then).

- Settings daemon:
- Consolidate all xrdb calls into one
