It doesn't need to, I just think it looks great and works well.
Besides, the titlebar is a grabbable area similar to a scrollbar
handle, which has a similar look in clearlooks-cairo. In fact, my
initial motivation for trying this new style was that some Ubuntu user
complained about the metacity theme now looking old and dull compared
to the Gtk theme (which I had to agree with).
