This is something that really doesn't fit in the GNOME Shell design. For
this to feel fluid and friendly, Users need to be able to remove
whatever workspace they want in whatever order they want. They should be
able to drag workspaces to sort them differently. All those goodies.

This IS possible, although kludgey; you can shift all the toplevel
windows in every following workspace back by one, then delete the last
workspace. I would be surprised if there wasn't an example of that
happening...
