Interesting---I'm in the Ubuntu-testing group--we've got the current 2.28 gnome install, checking it's 2.28.0-0ubuntu1--Not sure why that's happening--Only thought I've got is that I'm simlinking my gnome-shell.desktop in the session instead of using gnome-shell --replace....I'll change my session to see if that is the problem......

It appears that the lag that you are experiencing is the result of Metacity continually attempting to restart itself. This causes all kinds of high-CPU states in various GNOME processes.  Are you sure you are using the latest Ubuntu? This was fixed in gnome-session 2.28.
