I'm not sure it's really useful to separate branches by username. I for
example commited my work to Gitorious so that people can possibly work
on it too, if they like. For this, I just have to add them as commiters
to give them required permissions. I think it often makes sense to
create a branch for a feature rather than for an user.
Else your step-by-step explanation is nice, that can really help new
contributors.

I have no idea of the rationale behind Debian's choice. Anyway, the trick you propose looks good - feel free to be as rude as you want in the comment!
