It's clearly a bug.  I wasn't aware of the bug and am not aware of a
fix.  Definitely worth searching on the gnome bugzilla
(bugzilla.gnome.org) and filing a bug if it looks like a new find.

I found that I could configure an 'LDAP' addressbook, and that would be
remembered correctly, though I haven't tested syncing with it yet.
