A more elegant solution would be to separate non-compatible licenses, 
so that one server would deal with GPL'ed translations, and GPL
compatible licenses. Another server would deal with BSD and BSD
compatible licenses and so on for the number of license types there
are. 

That solution would be completely acceptable to me, but not this. 

In fact I think that this violates the GPL V 2.0 sections 1 and 4. 

Anyway I can not understand how Ubuntu would be able to distribute 
a GPL'ed source legally if parts of the translations are removed. 

And yes in this situation a pootle server is highly desirable for all
Gnome GPL'ed projects, and even all GPL'ed projects. That just might 
give the synergy, to outperform launchpad.
