jhbuild has a good manual on library.gnome.org, although cargo-culting
from meta-gnome-core-shell is probably OK in this case. Post a patch to

Sebastian told that gnome-applets has GPL, but gnome-panel LGPL.
Wow, I wasn't aware of this, sorry. That is a real problem for merging
the two projects.
We'll need to discuss very carefully on how to handle this; until we
have a decision, we should hold off on further merge work, though.
Just mixing applets with two different licenses in the "applets/" folder
is not going to fly, though.
