When we originally created gnome-user-docs and gnome-devel-docs, the
intent was to keep these modules for docs that were ready for
distribution.  If we have somebody who's actually committed to writing
one of these docs, and we've got faith that they're at least going to
finish an initial version, even if they don't end up maintaining it,
then I'm all for putting these docs in gnome-user-docs.  If we think we
might end up with half of a doc, then I'd just as soon put this stuff in
gnome-docu, along with all of our other cruft.

It's already been created.  gnome-devel-docs.  Right now it's got Dan's
"Joining GNOME" doc, and a session management tutorial by Federico and
Havoc.  No need for a new one, as far as I can see.
