I guess I did not fully explain my idea.  All the user documentation
from Telsa's list should be placed into gnome-user-docs permanently.

For developer documentation we should create a new module similar to
gnome-user-docs where the developer documentation will be placed.  For
the interm any developer documentation will go to contrib until the
module gnome-developer-docs is created.
