I have a partial assurance from one of the release team that if
a release candidate is made, and if then we add more translations,
the final thing will be re-rolled for the actual release (of
the whole thing, not of the RC).

But things happen, and people -do- made tarballs early, or wander
off on holiday, or vanish, or say "no changes since RC, so use
that tarball". I've been on the release team, so I know :)
