Um... or anyone else with commit access? You don't have to do this all on your own, there is a number of 
people who can and do build the docs, and there is also the automated builds on docs.gimp.org.

I found setting up a build environment on both Debian and RHEL (that's what docs.gimp.org uses) quite 
straight-forward, and expect this to be similar on other distros - i. e. try to build, see what's missing, 
install packages, repeat.
