That sounds fine until the first time you need a post-install script,
and then you're back to inventing a more capable packaging system.
Such a need may never materialize, though layering on top of .deb files
may be no more work than using tar.
(Would this need to work on Windows? A post-install script is not likely
to work on that platform, without having a shell or cygwin installed.)
It could be made more flexible by also handling other
archive formats or containers.
I don't see any need to handle multiple formats. Once you've picked one,
keep it simple and make that the only format.
A distribution can always wrap or repackage a plugin in a native format,
and use existing mechanisms (outside of gedit) to install. (Though there
wouldn't necessarily be an obvious and natural way to select home
directory vs. global installation.)
