The plugins page describes typical plugin installation:
Third party plugins
Plugins developed by third parties. To install one of these, you need to
download the files and put them in your ~/.gnome2/gedit/plugins/ directory
(which may need to be created). They need to be in that exact directory,
subdirectories are not scanned for plugins.
Is there any plan to provide an easier standard plugin installation method?
For example, maybe an Add button in the Plugins preferences would let you
select an appropriate archive file, or an appropriate archive file could be
dragged onto the Gedit window. Maybe it would then ask if this is for all
users or just the current user (to choose the appropriate plugin directory)
and ask for a password if needed for the all-users installation. The same
dialog could have a checkbox for whether to activate the plugin immediately.
If this is not in the works, I might make a plugin for it.
