The point is also to have almost everyone together at the same time.
Having the small group of people from winter OPW separate from the
others wouldn't achieve the same feeling of belonging to a community
for them.

Also note that GUADEC is in the middle of summer and most of the
interns are students, which means it's at the right period for almost
all of them to travel. It would be harder to travel when they have to
attend school.
