So this seems like a reasonable argument: the cost of an international plane ticket is significant, and I'm really uncertain if that's the best way to spend our funds. On the other hand, most of the most active GNOME contributors are from Europe or North America, and I wonder if flying a student out to a regional conference with fewer core developers would really be as good of an experience for that student. Consider also that we're only sponsoring a limited portion of the plane ticket. If the cost to the Foundation is $500 for partial sponsorship to GUADEC (that's my guess, I have no clue how much it really is!), and $400 for a regional conference, then GUADEC seems like a better idea.
