I strongly disagree.

Using Gnumeric as a benchmark it is clear that the number of
freelance developers contributing on a regular basis is large and
growing.

You are probably thinking of 'full time gnome developers without
sponsorship'.  That set is probably shrinking as the nascent gnome
industry absorbs the available talent.
