Many projects have a download page, for example; 
http://www.mozilla.org/en-US/firefox/new/
http://www.libreoffice.org/download
http://www.mozilla.org/en-GB/thunderbird/
http://www.gimp.org/downloads/
http://www.videolan.org/vlc/download-windows.html
http://get.adobe.com/flashplayer/

Some are more complicated than others but none have a different download for every single version of Gnu&Linux.  Adobe offers about 3 choices; Yum, tarball or Rpm.  I notice that many commercial hardware manufacturers seem to think that writing for Gnu&Linux would require hundreds of different drivers and use that as an excuse for not even writing 1 OpenSource one. 

If i wasn't using Ubuntu would my only option for getting Evolution outside of my repos mean i would have to compile Evo from source??  If so would i have to do that for each different machine in my company??  If i then upgraded my OSes then would i have to recompile again?

Of course, that doesn't prevent interested parties from maintaining such a download site (maybe they could call it Friends of Evolution) but that would depend on volunteers willing to build new versions as they appear. Sounds like a whole can of worms to be honest.

BTW I'm not offering to do this (just in case :-)
