You go to the Software Management application of your Linux distribution
and enable it. That's the easiest way ever and the same for every

help.gnome.org is not specifically about Evolution. There is no download
link on https://help.gnome.org/users/evolution/ because if you need help
on Evolution you probably have it already installed.

I eventually realised that with Ubuntu it might be better to use that
ppa https://launchpad.net/~gnome3-team/+archive/gnome3

Ubuntu is one out of hundreds of Linux distributions out there, and
there are no plans to maintain some download location list for them, or
to deal with every single distribution that decides to not ship
Evolution by default, or to deliberately ship some old version by
default, or or or.
