Yes, this is a regression, I can confirm it worked at some time.
Punting Target Milestone, as regressions should be resolved ASAP, not "Future".
This is not a minor enhancement request, it's a usability issue that actually is
serious for anyone sending mails to large groups of recipients.
So next version should have this problem solved.
Well, unfortunately this might not be true.
To clarify this: I just commented on the bug (clearly expressed my
opinion in the comment) and punted the Target Milestone -- which is more
like a wish or plan, not definite yet. Whether this will be fixed in
time depends on a lot of other factors, and there might be bugs that are
way more urgent to fix.
Only one day after filing a bug it's already being dealt! Hurray for
Evolution hackers :)

Please note, that Andre and me are volunteer hackers, user support,
bugmasters and bugging masters only. We are not the paid developers who
end up dealing with and fixing most of the bugs.
Anyway, hopefully this usability issue will be fixed soon, as it now was
discussed prominently. ;)
