The problem may be that the components are started by oafd, which may be
running with a different environment.

Invoking oaf-slay before the command "LC_ALL=en_US evolution", should
work. Note that oaf-slay may kill a bunch of other stuff, most likely
nautilus...

BTW if you set LC_ALL, none of the other variables will matter. Check
man 7 locale for details.
