Okay, figured it out. Having two rules in the criteria section 1. Body contains "-----BEGIN PGP PUBLIC KEY BLOCK-----" 2. Pipe Message to Shell Command "pgpextract.py" works as the second is only run if the first is a match. Should have thought of that (doh!).
