look at the To: of the mail not to the Cc:. So I have to extend the

what rule are you using "Recipients Contains"? If so, that *does* check
the Cc also so I dunno what you are saying.
right button on a message -> select "Create rule from message" -> select
"filter on Mailing list".
This will create a filter that has as criterion is "mailinglist" "is"
<email address of mailinglist>
oh, this doesn't check either to To or the Cc headers, it just checks
List-Id and other similar mailing-list headers. Perhaps the messages it
is failing on are not actually forwarded from the mailing list software
but instead cc'd directly to you?

I've seen this as well; sometimes people mail to another list member and
cc:s the list, in which case it does not get caught by the filter.
